4.204  Use of the Public Sewers.

Subd. l.    No person shall discharge or cause to be discharged any storm water, surface water, groundwater, roof runoff, subsurface drainage, uncontaminated cooling water, or unpolluted industrial process waters to any sanitary sewer.

Subd. 2.    Storm water and all other unpolluted drainage shall be discharged to such sewers as are specifically designated as storm sewers, or to a natural outlet approved by the Superintendent.  Industrial cooling water or unpolluted process waters may be discharged, on approval of the City and upon approval and issuance of a discharge permit by the MPCA, to a storm sewer, combined sewer, or natural outlet.

Subd. 3.    No person shall discharge or cause to be discharged any of the following described waters or wastes to any public sewers:

a.    Any liquids, solids, or gases which by reason of their nature or quantity are, or may be, sufficient either alone or by interaction with other substances to cause fire or explosion or be injurious in any other way to the wastewater disposal system or to the operation of the system.  Prohibited materials include, but are not limited to gasoline, kerosene, naptha, benzene, toluene, xylene, ethers, alcohols, ketones, aldehydes, peroxides, chlorates, perchlorates, bromates, carbides, hydrides, and sulfides.

b.    Any waters or wastes containing toxic or poisonous solids, liquids, or gases in sufficient quantity, either singly or by interaction with other wastes, to inquire or interfere with any sewage treatment process, constitute a hazard to humans or animals, create a public nuisance, or create any hazard in the receiving waters of the sewage treatment plant, including but not limited to cyanides in excess of 0.025 mg/l as CN in the wastes as discharged to the public sewer.  (See Section 307(a) of the Act).

c.    Any waters or wastes having a pH lower than 5.5, or having any other corrosive property capable of causing damage or hazard to structures, equipment, and personnel of the sewage works.

 d.    Solid or viscous substances, including but not limited to ashes, cinders, sand, mud, straw, grass cuttings, yard waste, shavings,
