shall be the actual cost to the City in providing said service, in no event to be less than $25.00.
The Council shall set the amount of the reconnection fee by resolution where the disconnection of service was voluntary at the request of the consumer and the account was not in arrears or delinquent at the time of disconnection.
No consumer shall furnish water or permit water to be taken by the occupants of any other premises. Any consumer doing so will be charged an amount double his or her bill for the current month during which water is so furnished.
Persons desiring unmetered water for special purposes shall be charged an amount to be set by the Council.
4.l23 Delinquent accounts. The charges for all water furnished are hereby made a lien against the property. The lien shall be valid against third parties after written notice of the lien, certified by the Clerk, is recorded in the office of the County Recorder for Itasca County. The City may also pursue any other remedies at law available to it for collection of the delinquent charges. All water accounts which are in arrears more than thirty (30) days will be charged interest at the legally prevailing interest rate.

To provide for the health, safety, and welfare of its citizens, and to ensure the integrity of its streets and the appropriate use of the rights of way, the city strives to keep its rights of way in a state of good repair and free from unnecessary encumbrances.
