City will attempt to thaw the remaining (i.e., privately owned) portion of the service line. If thawing this portion restores service, a “service thawing charge” will be made in an amount determined by Resolution of City Council.
4. If a service is frozen on the privately owned side of the curb stop, the owner will have one calendar year to replace the frozen line at a depth below the frost line (i.e., lower than 8 feet). During the winter of that first year, the property owner can request, and will be granted, the permission of the City to maintain a constant flow in the service line. If they do not replace the service line within one year, they will be billed for all water used to maintain constant flow, as determined by the City, to keep the line from freezing.
5. If an electrical device is used to thaw a service line, the consumer shall first notify the City Water Department. Any damage which may result from such electrical thawing of water service lines will be the responsibility of the consumer.
H. Any mobile home connections shall provide a weatherproof box for the installation of a remote reading water meter. If installation is to be done by the City Water Department the estimated costs of materials shall be deposited with the City Clerk before installation begins.
4.l04 Inspection and repair. All service pipes and devices shall at all reasonable times be subject to inspection by duly authorized officials of the Water Department. Any repairs found to be necessary by such officials shall be made by the owner promptly or the City will discontinue service.
4.l05 Separate connections. Each premises shall have a separate and distinct service connection.
4.l06 Authorized plumbers. No one except regular employees of the City Water Department or plumbers insured and licensed by the State of Minnesota shall do any plumbing work on any pipes to be connected to the City water system.
4.l07 Trenching and backfilling. No excavations made by plumbers in public grounds shall be kept open than is absolutely necessary to make the connections required. While open such openings shall be protected by suitable barriers, guards, and lights as provided in the ordinances of this City. Backfilling shall be thoroughly compacted and left in a condition satisfactory to the Water Commissioner.
Where excavations are unsatisfactorily filled, the City shall place them in a satisfactory condition and the cost thereof shall be charged to the plumber.
