by resolution of the Council, be levied and assessed against the adjoining property holders. The leaving of this notice with any person of suitable age in possession or in apparent possession of the adjacent premises shall constitute sufficient service of the notice.
3.303 Injury of such trees prohibited. No person shall remove, injure, or destroy any trees or tree planted on this tree line.

Part One: Water Systems
4.l00 Provision of Municipal Services. It is the formal policy of the City of Deer River to confine the provision of municipal services to residents of the City of Deer River, real property located within the municipal boundaries of the City of Deer River, or to other subdivisions of government by contract with the City. 4.l0l Application for service. Any person desiring a connection with the municipal water system shall apply in writing to the Water Department on a form furnished for that purpose, for a permit to make such connection. Such application shall contain an exact description of the property to be served, the estimated maximum amount of water to be used per month and the uses to which the water is to be put, both general and special. The charge for a water connection shall be set by the City Council, which sum shall be paid at the time of application. The Water Commissioner, upon receiving such application along with the connection fee, shall issue to the person or persons making the application a permit to connect to the municipal water system.
4.l02 Water to be metered. All water furnished by the municipal water plan shall be measured by meters. Every consumer shall provide a suitable and accessible site where a meter can be installed and the City shall install and maintain the same.
If at any time the consumer desires to have the meter tested for accuracy the City shall test the meter and a fee set by the Council shall be charged therefore to the consumer if the meter registers 98% or more accurate. If the meter registers less than 98% accurate it shall be replaced and repaired at the expense of the City before installation on another service.
