8.304 Removing keys. No person shall leave a motor vehicle, except a truck which is engaged in loading or unloading, unattended on any street, used car lot or unattended parking lot without first stopping the engine, locking the ignition and removing all the ignition keys from the vehicle. Whenever any police officer finds any vehicle standing in violation of this provision he or she shall remove the keys from the vehicle and deliver them to the police headquarters.
8.305 Speed limits. Except as otherwise posted, no person shall operate a motor vehicle more than 30 miles per hour on any trunk highway within the City nor more than 20 miles per hour on any other street, alley, or public grounds in the City.
8.3l0 Permissible parking. Angle parking, the placing of a motor vehicle so that the right side thereof is at an angle of 45 degrees with the curb toward which the vehicle points is required where posted by the Street Commissioner as provided by Council action.
On all other streets, cars shall be parked parallel to the curb or edge of the roadway in accordance with law.
8.3ll Prohibited parking. No vehicle shall be permitted to park in front of the entrance of any theater, church, office building, public dance hall, public or private driveway, or building in which a large number of people are accustomed to gather when signs are erected on such street indicating that no park is permitted on that portion of the street, or where the curb is painted to designate that no parking is permitted. Such signs may be erected or curb painted pursuant to a resolution of the Council designating such prohibited zones.
8.3l2 Parking certain Semi-Trailers or Tractors on public street prohibited, restrictions on overnight parking. No person shall park a semi-tractor or trailer, or any truck rated with a gross vehicle weight in excess of 10,000 pounds, in any area of the city zoned for residential use or other area designated by City Council resolution except when the vehicle is parked in a completely enclosed garage. The following vehicles shall not be allowed to park on city streets overnight: repair, delivery, rented vehicles with commercial plates and refuse and recycling haulers or any other vehicle not registered as a passenger vehicle. 8.3l3 Parking, time limits. No motor vehicle shall be parked on any street or highway within the business district for a period of more than six consecutive hours, or in the residential district for a period of more than eight consecutive hours.
