7.l45 Licensing and regulating the conduct of bingo and raffles and the use of paddlewheels, tipboards, and pull-tabs or ticket jars,
It is the intent and effect of the ordinance to incorporate substantially in full statutory provisions relating to the conduct of bingo games and lotteries and the use of paddlewheels, tipboards and pull-tabs or ticket jars within the City. Licenses for such activities conforming to these requirements may be granted under the ordinance to certain non-profit corporations and suspended or revoked for violation of statutes and ordinances; and the conduct of such activities and the use of such gambling devices without a license or in violation of the applicable statutes and the ordinance is made a misdemeanor.
Section l. PURPOSE. The purpose of this ordinance is to closely regulate and control the conduct of the game of bingo, the holding of raffles, and the use of gambling devices and to prohibit commercialization of these activities.
Section 2. LICENSES.
Subd. l LICENSE REQUIRED. The unlicensed conduct of bingo, lotteries and the use of gambling devices within the City is prohibited. Any eligible organization may conduct bingo occasions or use gambling devices or conduct lotteries only after receiving a license so authorizing from the State as approved by Council. Licenses are of three kinds: A license to conduct bingo occasions; a license to use gambling devices, including the conduct of lotteries; and a combination license to conduct bingo occasions and use gambling devices, including the conduct of lotteries. Regulation of said licenses to be performed by the State according to their guidelines.
