6.l02 Regular "on-sale." The Council may grant "on-sale" licenses permitting the licensee to sell non-intoxicating malt liquor for consumption on the premises for which a license has been granted, namely:
l. Drug stores,
3. Restaurants, and
4. Bona fide clubs.
6.l03 "Off-sale." The Council may grant "off-sale" licenses permitting the licensee to sell non-intoxicating malt liquors in original packages for consumption off the premises only.
6.l04 License applications. Every application for a regular "on-sale" or an "off-sale" license shall be in writing, signed by the applicant, and filed with the Clerk no later than December l of each year. It shall state the applicant's full name, age, occupation, and where the applicant has resided during the year preceding the date of filing the application; it shall also state whether or not the applicant is a citizen of the United States. The application shall contain a full and complete description of the premises in the City on which the business mentioned in the application is to be carried on, and a receipt showing that the license fee has been paid into the City Treasury shall be attached to the application; it shall also state that the applicant will personally manage and operate the business for which the application is made If the license is not granted, the license fee shall be returned on demand.
6.l05 Temporary "on-sale." The Council may grant temporary "on-sale" licenses to bona fide clubs. The specific dates and hours of sale and the premises upon which the sales are to be made shall be stated on the license application and on the license. No sale shall be made at times and at locations other than those thus specified. Prior to any such sale all applicants shall furnish to the Clerk proof of complete liability insurance protection covering the applicant and the City as an additional insured in an amount approved by the Council at the time the license is issued.
6.l06 License fees. Every applicant for Liquor licenses shall pay to the City, a license fee as set by Resolution. If such regular "on-sale" license is granted for a shorter period than one full year, a pro rata license fee shall be paid. All licenses except temporary licenses shall expire on the last day of December in each year.
6.l07 Revocation. Any license granted as provided in this part may be revoked by the Council without notice to the grantee, or a hearing may first be held by the Council and the revocation then made for cause. Any violation of any provision or condition of this
